Fire Spread Skylights

Hello, I am not sure if this is the right place for this question but my neighbours have put on a new skylight without planning oversight, and it opens right next to a bedroom window.  I am wondering if there are any fire safety risks, from the upstairs to the downstairs.  Or if there is a risk of someone at the window getting caught in the mechanism.  It has been installed only 3" literally from the wall.  Any advice would be appreciated.  Thanks
