Unique Candle Arrangement ? Anyone Seen Before

I attended the incident below at 6am where the house was empty but what was a candle arrangement with a side serving of popcorn kernels and a ten pound note. 

The tablecloth underneath was charring and the potential was there for the fire to spread and take out the flat. The smoke was already activating the smoke detector.

Has anyone ever seen anything like it ? Any idea of the significance of money and popcorn? Google hasn’t given me anything except a lot of strange recipies

Alternatively anything drugs related?

It looks like a Hindu offering.

I have had many fires over the years that have begun because of an unattended offering within a Hindu home. Personal or family shrines often feature flower petals, incense and food.
